  1. Gambling is a happening of fortuitous fact to decide win or lose, for example, Mahjong, Chess, lottery etc. Gambling can let people has fluke and greed, and it also can affect livelihood. Therefore, people are prohibited by law.
  2. Offenses of gambling in criminal law is a person who gambles in a public place or a place open to the public. Public place is the place which many people can enter and go out or people can gather, for example, park, movie theatre, square, outside of the store etc. A, B and C are gambling at the park; therefore, they are charged offenses of gambling.
